  1. Preheat oven to 375 degrees
  2. Stir in half the cheese and half the onions in mashed potatoes. Spread the potato mixture over the bottom and up sides of a 2 quart casserole dish to form a shell.
  3. Combine ham/turkey or chicken, soup, vegetables, mustard, garlic and pepper. Spoon into shell. Cover loosely and bake in 375 degree oven for 35 to 45 minutes.
  4. Sprinkle with remaining cheese and onions, bake uncovered for 5 additional minutes before serving.
