  1. Preheat oven to 350 degrees.
  2. Place 2 1/2 cups oats in food processor. Pulse until fine.
  3. Stir pulverized oats, flour, cocoa, baking powder, baking soda and salt in medium bowl.
  4. Place butter, milk, peanut butter, and sugars in bowl. Beat until light and fluffy.
  5. Add eggs, one at a time, and beat with butter mixture. Beat in vanilla.
  6. Add dry mixture and beat on medium until well combined. Fold in peanut butter chips.
  7. Refrigerate dough for 30 minutes.
  8. Using 1" cookie scoop, place dough on sheets. Bake for 10-12 minutes, or until centers are well set.
