Heat a large frying pan to medium heat. Place broccoli florets in pan Squeeze half the lemon juice into the 1/8 cup water. Pour water into the bottom of the pan and cover. Allow to steam until the color darkens to a vibrant green (10-15 minutes depending on floret size). The stalks should be soft but still retain a "snap" when bitten into. While the broccoli is cooking, heat butter on low-medium heat in a small sauce pan. Add garlic and salt. After the butter is completely melted allow to cook about eight minutes turning the heat to low so that the garlic flavor seeps into the butter. Drain water from broccoli Squeeze the rest of the lemon juice over the florets, add butter sauce and grind pepper over the mixture before tossing evenly. Top with a bit more pepper and serve.
