  1. Place the vegetable oil in a wok or large pan and heat on medium-high heat. Add the chicken, and cook until no longer pink.
  2. Reduce heat to medium, and stir in soy sauce, ground ginger, garlic powder, and salt and pepper to taste.
  3. Let simmer, uncovered.
  4. In a small pan, cook green pepper and green onion until just heated through.
  5. Add to chicken and stir.
  6. In the same small pan, toasts walnuts. Add to chicken.
  7. Simmer stir-fry until desired amount of sauce remains.
  8. Serve over brown rice.
