  1. Put oven rack in middle position and preheat oven to 500'.
  2. Pour milk over bread crumbs in a large bowl and stir until liquid is absorbed. Add ground meat, egg, water chestnuts, salt, cilantro, 1 T soy sauce and 2 T oil; mix with hands and combine well.
  3. Use large scoop (about 3 T) to shape meat mixture into balls. Put into 13x9 glass baking dish and bake until cooked through, about 15 minutes.
  4. While meatballs are cooking, stir together lime juice, water, sugar, remaining 4 T soy sauce and 2 T oil in a bowl until sugar is dissolved.
  5. Transfer meatballs to a serving dish. Stir sauce, then drizzle meatballs with 1 T sauce and sprinkle with cilantro sprigs. Serve meatballs with remaining sauce.
