Mix cream cheese, sour cream, ranch seasoning, green chili, canned jalapeno, diced jalapeno, and cilantro. Add half of the shredded cheddar and half of the Parmesan cheese. Mix well. Spread in pan and top with jalapeno rings, remaining cheddar and Parmesan. Bake covered for 25 minutes at 350 degrees or until top is warm and bubbly.
