Grease muffin cups or line with paper muffin liners.
Preheat oven to 400 degrees F.
Stir together all-purpose flour, wheat flour, white sugar, brown sugar, salt and baking powder in a bowl.
Mix together the oil, egg and buttermilk, and then mix with the flour mixture by hand.
Fold in blueberries.
To make the crumb topping: mix together brown sugar, wheat flour, butter, and cinnamon. You may have to add more flour or butter depending on the consistancy.
Fill muffin cups to the top,(it won't overflow, it makes big bakery style muffins) and sprinkle the crumb mixture on the tops, being careful not to put too much on(it will make the muffins "sink"). You may have extra crumb topping leftover.
Bake for 20-25 minutes in the preheated oven, or until a toothpick is inserted and comes out clean.
