In a large pot over medium high heat crumble sausage and begin to brown. Before sausage is completely browned add onion and garlic. Continue cooking until sausage is cooked through. Add beef broth, water, wine, tomatoes, carrots, celery, basil, oregano, rosemary, thyme, fennel seed, bay leaves, and tomato sauce. Bring to a boil, reduce heat and let simmer, uncovered for 30 minutes. Then add zucchini, tortellini, green pepper and parsley. Simmer covered an additional 35-45 minutes.
