  1. Boil potatoes in water for 10 minutes; add green beans and boil an additional 10 minutes or until potatoes are tender. Drain, allow to cool and transfer to a large serving bowl. Add red pepper and onion; set aside. Whisk together remaining ingredients in a small bowl. Pour over vegetables; toss until well coated. Cover and chill thoroughly before serving. Serves 8 to 10.
