  1. Cook beef in a skillet over medium-high heat until browned. Pour off any fat.
  2. Stir in tomato soup, water, and Worchestershire sauce into the skillet and heat to a boil.
  3. Spoon the beef mixture into a 1-1/2 quart casserole dish.
  4. Arrange the biscuits on top around the edge of the cassarole dish.
  5. Bake at 400 degrees F for 15 minutes until the biscuits are golden brown. Sprinkle the cheese over the beef mixture.
