  1. Boil water and cook the penne pasta over medium-high heat.
  2. Mince the cloves of garlic and mix with the melted margarine.
  3. Set aside two bowls, one containing the garlic and butter mixture and one containing the flour.
  4. Dip the tilapia filets in the garlic butter mixture and then immediately coat with the flour.
  5. Heat a large saute pan with the 2 tablespons of olive oil. Place the filets in the saute pan and cook for about 4-5 minutes or until golden brown.
  6. Squeeze lemon juice onto the fish and pour the rest of the garlic butter mixture. Turn the fish over to cook the other side.
  7. Add the heavy cream to the saute pan, along with the jalapenos, salt, pepper, cayanne pepper, paprika, and garlic powder. Stir and allow the mixture to cook for about 2 minutes.
  8. Add the package of baby spinach and wait till the leaves are cooked and wilted. Then add the chopped roma tomato to finish the meal.
  9. Drain the cook penne pasta and add the the saute pan and stir.
