Lightly flour, salt, and pepper beef. Brown in 1 T hot oil in a skillet on both sides. Remove. Add 1 T oil. Brown onion, mushrooms, and garlic 3 minutes. Add 1 T of flour and cook 1 minute white stirring. Add 1 C beef stock SLOWLY while stirring to prevent lumps. Add wine and 2 cubes of boullion if using. When this starts to simmer, add the beef. Cook on low, covered, for 2 hours. Serve over potatoes or rice.
