  1. Preheat oven to 350
  2. In a greased 9x13 casserole dish, layer potatoes.
  3. In a sauce pan over medium heat, melt butter. Add onion, garlic, and jalapenos. Saute until slightly softened.
  4. Add flour, and stir until smooth.
  5. Season with salt, pepper, cumin, and chili powder. Cook for 1 minute.
  6. Add milk, stirring until thickened.
  7. Turn off heat, and gradually add cheese. Making figure 8 motions with spoon stir until cheese is melted.
  8. Pour sauce over potatoes. Cook, uncovered, for 1 hour to 1 1/2 hours. Top with bacon if desired.
