  1. In a large saucepan, brown bacon or ham over medium-high heat.
  2. Add oil to saucepan and heat; saute garlic and onions then add celery.
  3. Add tomato sauce, vinegar, beans, water and green pepper. Salt and pepper to taste. Stir, cover and simmer on medium heat for about 20 minutes.
  4. Before serving, stir in a handful of coarsely chopped cilantro.
