  1. Saute Onions and Peppers in Olive Oil
  2. In another pan, brown meat and cook until no longer pink
  3. Add the Peppers and Onions to the browned meat
  4. Add tomatoes, salt, pepper and garlic
  5. Add remaining ingredients
  6. Let simmer slowly for at least and hour (the longer the better)
  7. Serve over white or brown rice
