  1. Place a layer of half the tomatoes and onion on the bottom of a 10 inch frying pan. this layer needs to be thick enough to keep the fish off the bottom of the pan.
  2. Place the fish in a single layer over the tomatoes and onion. Season with salt, pepper and herbs. Spread the garlic evenly over it all.
  3. Place the remaining tomatoes and onion on top of the fish. Squeeze the lemon over all. Cover closely with a lid.
  4. Place over medium heat for 10-15 minutes, or until fish is opaque and tests done with a fork.
