  1. Combine milk powder and flour. Cream together with butter until completely mixed. Then add just enough milk to make a firm dough. Form dough into 18 small balls and bake in oven at 350 degrees for around 12-20 minutes or until lightly browned.
  2. For the syrup, combine sugar, confectioners sugar and water and cook at a medium temperature for around five minutes. Let simmer.
  3. Once ball are done, quickly add them into the syrup. Allow them to soak for at least 10 minutes. Cool and serve.
