Combine milk powder and flour. Cream together with butter until completely mixed. Then add just enough milk to make a firm dough. Form dough into 18 small balls and bake in oven at 350 degrees for around 12-20 minutes or until lightly browned.
For the syrup, combine sugar, confectioners sugar and water and cook at a medium temperature for around five minutes. Let simmer.
Once ball are done, quickly add them into the syrup. Allow them to soak for at least 10 minutes. Cool and serve.
