  1. Cook Elbow Macaroni for 9 minutes. Drain, cover and set aside.
  2. Preheat oven to 350 degrees F.
  3. In a medium saucepan, melt Margarine; blend Flour, Mustard, Salt, and Pepper.
  4. Cook until mixture is smooth and bubbly; gradually add Milk.
  5. Cook and stir over medium high heat until mixture boils; simmer for 1 minute, stirring constantly.
  6. Gradually mix in 2 cups of cheese. Stir over low heat until cheese is melted.
  7. Put pasta into a 2-Quart casserole dish and pour cheese mixture over top of the pasta, mix together lightly.
  8. Top with remaining cheese and Bake for 25 minutes.
