Preheat oven 400. In a skillet, saute onions and peppers on medium heat in 2 tbsp oil for 5 minutes or until onion is golden brown. Add tomatoes, carrots, and spices and saute for 5 -10 minutes more. Meanwhile, cut potatoes in half, scoop out middle, leaving 1/2 to 2/3 inch potato on the skins. Rub skins with olive oil, and place on a cookie sheet. Stuff the potatoes with the sauteed veggie and pepper mixture, evenly distribute in the ten potato halves. Then, top with thawed and chopped black bean burger pieces, evenly distribute in the ten potato halves. Bake for 20 minutes or until the burger pieces become crispy. Then, sprinkle each with shredded cheese and bake for an additional 5 minutes. Serve immediately.
