  1. In large saucepan, brown beef and garlic. Drain. Remove from pan and set aside.
  2. In same pot, cook uncooked rice in butter until golden brown, stirring frequently.
  3. Add water, carrot, boullion, parsley, onion, salt and basil. Bring to boil. Reduce heat (about 4) cover and simmer 5 minutes. Stir in beef.
  4. Place into casserole dish, cover and bake @ 325 for 45 minutes, stirring twice. (I stir it after 15 minutes, and again after 30 minutes)
  5. At the 45 minute mark, stir again, then sprinkle with cheese and bake uncovered about five minutes longer.
  6. Eat and Enjoy!
