  1. Cook pasta according to package directions and set aside.
  2. Prepare ground beef and taco seasoning according to package directions and set aside.
  3. Make a basic white sauce by melting butter over medium heat, add flour and cook for 1 minute stirring constantly. Gradually add milk, whisking constantly to avoid lumps.
  4. Cook over medium heat until mixture comes to a boil and begins to thicken.
  5. Off heat add 2 cups of the cheese, salt, sugar and seasonings and salsa.
  6. Combine macaroni, ground beef mixture and cheese sauce and pour into a large casserole dish.
  7. Slice tomatos and place on top. Sprinkle with crushed nachos and reserved cheese.
  8. Bake at 350 for 50 minutes.
