  1. Place carrots in a buttered 1 and 1/2 qt casserole. Cover with a mixture of the milk, sugar, salt and pepper. Dot with butter and sprinkle with parsley or cilantro.
  2. Cover the casserole tightly and cook in a 350 degree oven for 1 hour, or until carrots are tender when pierced.
