  1. Over medium heat saute the garlic, ginger, and green onions in the oil until the garlic is lightly browned.
  2. Add all the ingredients except the cilantro and stir together
  3. Lower heat to a simmer and cook for 5-10 minutes.
  4. Remove from heat, stir in the cilantro, and let cool to your desired temperature before serving.
