  1. Preheat oven to 375 degrees.
  2. Lightly spray muffin pan with cooking spray.
  3. Saute onions, celery, and bell peppers in butter until softened, but not browned.
  4. Whisk together the eggs and water.
  5. In a separate bowl mix rice, cheese, tuna, sauteed vegetables, and garlic salt.
  6. Add egg mixture to rice mixture and combine thoroughly.
  7. Distribute mix evenly in 12 muffin cups.
  8. Bake at 375 degrees for 10 minutes.
  9. While muffins are baking, dress and toss the salad.
  10. Assemble salad on plate, top with 2 muffins per plate; serve.
