First Cook the Lentils with about 3 cups of water until aldente (be careful not to make them mushy). Drain and reserve
Cook rice as you would pasta. Bring water to a boil. Salt the water, add the rice and cook until rice is aldente. Drain and reserve.
In a large saute pan, add the oil. Once the oil is medium hot, add the cumin seeds, jalapeno and garlic. Let it saute until garlic is lightly brown. Now add the onions and fry them until lightly brown. Add the bell peppers, peas and lentils. Next add the rice, mint, cilantro, salt &black pepper to taste and zest of a lemon and stir it all together.
Cover and let it steam for 20-30 minutes on low heat until the flavors mingle.
You can serve this with some raita (plain yogurt seasoned with salt, pepper, chopped onions, tomatoes, cucumber and cilantro)
