  1. In a 3-qt coverd saucepan, add coconut milk, evaporated milk, water and rice. Stir well and bring to a low simmer. Cover and simmer for 20-minutes.
  2. Add vanilla sugar, raisins and cardamom to rice pudding in saucepan. Stir well and simmer, uncovered for 5-minutes more, stirring occasionally.
  3. Remove from heat and serve warm or chill before serving.
