  1. Put potatoes in a pot and fill with water until potatoes covered. Add the salt and bring potatoes to boil. Simmer (about 15 minutes) until potatoes are just tender to a fork. Drain and cool under cold water until potatoes are slightly cool. Set aside to finish draining.
  2. Meanwhile, mix together sour cream, Miracle Whip, and black pepper in a big bowl. Stir in the remaining ingredients. Add the chilled potatoes. Chill covered until ready to serve. Enjoy!
