  1. Freeze the round steak briefly, which makes it easier to slice thinly.
  2. Place the sliced steak in a bowl and sprinkle with the paprika. Let it sit for 10 minutes.
  3. In a large skilet, brown the steak in the canola oil.
  4. Crush the boullion cube and stir into the steak mixture.
  5. When the steak is tender, add the peppers and onions, cover the skillet and cook for 10 minutes.
  6. Meanwhile, stir the cornstarch into the water and mix the soy sauce with this mixture.
  7. Uncover the skillet and stir in the soy sauce, cornstarch mixture, stirring constantly until thickened.
  8. Serve the pepper steak over hot rice.
