1. Heat oven to 350°F. Grease and flour 12 cup muffin pan (or line with paper baking cups).
2. In small bowl, stir together flours, sugar, baking soda, salt and cinnamon; set aside. In large bowl, stir together pumpkin, oil, water and eggs; gradually add dry ingredients, stirring until well blended. Stir in peanut butter chips. Pour evenly into prepared pan, filling each cup about 3/4 full.
3. Bake 20 to 25 minutes or until wooden pick inserted in center comes out clean. Cool in pan 10 minutes; remove from pan to wire racks. Cool completely.
