  1. Pour cake mix in bowl. Make well in center and add peanut butter, vegetable oil and eggs. Mix well. Add peanuts to dough and mix thoroughly.
  2. In an ungreased mini muffin pan place enough dough to cover bottom, approximately 1/4 of the way full. Slightly press a Hershey's Kiss into the center of each cookie.
  3. Bake at 350 degrees for 7-8 minutes until edges are golden brown.
  4. In a small bowl combine confectioner's sugar and powdered sugar. When cookies are removed from oven and allowed to slightly cool and set, dip tops of each cookie into the sugar mixture.
