  1. Preheat oven to 325
  2. Wash and pat dry peppers,remove seeds and tops.
  3. Mix remaining ingredients, except for the tomato soup and brown sugar in a large bowl. Fill each pepper to the top with ground beef mixture. Spray a large roasting pan with non-stick spray. Slice each pepper in half, and lay face up in the pan. In a seperate dish, combine soup and water. Pour soup over peppers. Cover. Halfway through cooking time, remove lid and sprinkle brown sugar over peppers. Cook through, and Serve!
