  1. 1. Sauté beef or soy and onions in a large pot until brown.
  2. 2. Add chopped peppers and cook until tender-crisp.
  3. 3. Drain fat if using beef.
  4. 4. Add chili powder, salt, pepper and chili flakes. Sauté 1 minute.
  5. 5. Add tomatoes, beans and vinegar, and simmer for 1 hour.
  6. Serve over rice and with some crusty bread!
