  1. Preheat oven to 350 degrees.
  2. In small bowl combine pumpkin pie spice, salt, baking soda, baking powder, flour, and oatmeal. Set aside.
  3. In a large bowl blend pumpkin, eggs, apple sauce, sugars, vanilla, and oil. Stir in dry ingredients, mix well.
  4. In separate bowl cream 1/4 cup brown sugar and butter. With a fork whisk in remaining flour and oatmeal to form streusel.
  5. Grease or line muffin pan with paper liners. Fill to top with muffin batter and sprinkle streusel mix over muffins. Bake 25-35 minutes or until toothpick comes out clean.
