Chop onion. Cut meat in half, so you have 8 pecies total. Dip meat in flour on both sides to cover it completly. In med to large skillet heat butter over med-high heat, throw in onions and place meat on top. Warm oven to 350. Brown meat. In roasting pan mix soups and water together and throw meat and onions in pan. Cover and bake for 3 hours at 350. The longer it cooks the more tender it is.
