  1. Preheat broiler.
  2. Put the tomatillos, garlic & peppers on a baking tray, slide under broiler.
  3. Turn often to char evenly.
  4. The garlic should be removed just after it browns to avoid bitterness.
  5. Let the tomatillos & peppers blacken and become quite soft.
  6. Set aside and allow to cool.
  7. Toss all ingredients, except water (but including any juice on baking tray), into food processor and puree until smooth.
  8. Add water to desired consistency.
  9. Adjust salt & pepper to taste.
  10. Chill and serve.
