Melt cream cheese and chiles in a saucepan. When melted, remove from heat and mix with chicken.
With each tortilla, put an equal mix of chicken mixture, salsa and cheese in the middle until all 10 are done, reserving some cheese for topping. Roll each tortilla up and place seam-side down in greased casserole dish.
When all 10 are arranged in dish, top with remaining cheese and whipping cream.
