Saute onions, garlic, celery, and carrots, and bacon/hotdogs in a pan. Cook them until the onions are tender. Add water and bouillion cubes and thyme. Bring to boil, and reduce heat to medium. Add the potatoes and cook for 20 minutes or until the vegetables are tender. Then add the broccoli. Combine flour and milk, and slowly add the mixture into the soup. Cook and stir for about 3 minutes (the soup gets slightly thickened). Add pepper if desired.
