  1. Combine pepper, sugar, salt and allspice. Mix well. Sprinkle each rib well with spices. In large skillet, heat butter to foaming. Do not burn. Brown ribs on all sides in butter. Pour in broth. Cover, reduce heat and simmer about 1 1/2 hours until ribs are fork tender. Do not uncover skillet during cooking time.
