Saute' onions and green pepper in olive oil until onions are golden. Add crumbles, chili powder, and ground cumin; brown for 5 minutes. Add diced tomatoes, broth, and water. Cover and simmer for 20 minutes. Add beans, chilies, sugar, cayenne, and salt & pepper. Simmer for an additional 15 minutes.
