Drain and rinse canned vegetables, If using frozen, thaw and place in medium-size saucepan and add water, cook on medium-high heat for about 15 to 20 minutes or until tender crisp! When done drain water and let cool.
Place beans and carrots into a large mixing bowl and add green peppers, onion and garlic set aside.
Combine all remaining ingredients and mix well; pour over vegetables, mixing well. Place in a large sealable dish and cover, place in refrigerator and chill for at least 24 hours before serving, mixing occasionally, to well marinate!!
Just before serving, drain well and serve in a lettuce-lined salad bowl.
