In top of double boiler, mix all dry ingredients with a spoon. Have butter at room temperature. Bring water to boil in bottom of double boiler & the saucepan.
Pour boiling water into the dry ingredients to form a thick paste, stirring out all lumps. Place over the boiling water in bottom.
Carefully add about 1 cup of the other boiling water into paste, stirring constantly. You want a consistancy slightly thinner than the finished product, but not watery. Add butter. Cook & stir 5 minutes over a brisk boil. Thin with boiling water if needed. Stir in vanilla. Serve over thawed, sliced pound cake.
