Preheat oven to 375 degrees. Grease 2 qt casserole dish; set aside.
Place potatoes in a medium stock pot and cover with water; bring to a boil over high heat. Boil for 15 minutes; drain and mash with butter, salt & pepper. Set aside for topping.
In a large stock pot, heat 1 tsp olive oil over medium heat. Saute garlic, onion and green pepper until onions are transparent. Transfer onion mixture to a bowl; set aside. In the same pot, heat the remaining olive oil and brown the ground beef.
In a separate saucepan, combine olives thru raisins. Let simmer over medium heat for 20 minutes.
Combine olive mixture and onion mixture into the pot with the ground beef; mix throughly. Pour into greased casserole and top with sweet potatoes. Sprinkle with paprika.
Bake uncovered for 25 minutes or until top is lightly browned.
