In a large saucepan, saute rice and garlic in butter until golden brown. Stir in, carrots, bouillon, parsley, salt, basil and onion. Bring to a boil. reduce heat; cover and simmer for 5 minutes. Stir in beef and 1/2 the cheese. Transfer to a greased 9-in. square baking dish. Cover and bake at 325 degrees F for 45 minutes, stirring twice. Uncover; sprinkle with remaining cheese. Bake 5 minutes longer or until cheese is melted, then broil for about 3 minutes to make cheese golden brown.
