Bring a large pot of lightly salted water to a boil. Cook pasta in boiling water for 8 to 10 minutes, or until al dente; drain.
Place ground beef and sausage in large skillet. Add chopped onions and minced garlic halfway through. Cook over medium-high heat until evenly cooked. Drain.
Return to skillet. Stir in rosemary, basil, oregano, and salt. Stir in the spaghetti sauce. Reduce heat to low, and simmer for 10 minutes.
In small bowl, mix sour cream, cottage cheese, 1/2 cup Parmesan, parsley, basil, and garlic powder.
Preheat oven to 350 degrees F (175 degrees C). Grease a 9x13 inch baking dish. In the prepared dish, layer 1/2 of the cooked pasta, 1/2 of the meat sauce, 6 slices provolone cheese, sour cream & cottage cheese mixture, and 1/2 mozzarella (1 c.). Repeat this, then top with 2 tablespoons Parmesan cheese.
Bake in the preheated oven for 20 to 30 minutes, or until heated through and cheeses are melted.
