Having spent my late teen years in a Japanese home, I learned to ALWAYS use a rice cooker not the stove top. The range is not designed to cook rice properly - a rice cooker is. So, I put in my measure of rice then add liquid to the mark that equates to the rice. Never add salt or sugar. That's why we use soy sauce and sweet mirin instead.
I LOVE rice done right - done wrong and it might as well be potatoes!
