These turned out excellent! I have tried dozens of recipes and I could never get them to rise or taste the way I wanted. My initial thought was to avoid kneading them but I decided to stick to the recipe. They were not tough at all. I got so excited when I opened the oven to check them and they had risen so high! I even cut them out with a glass which is supposed to "crimp" the edges and hinder the rising. I did pour the whole cup of milk in and then had to add about 1/4 cup more flour. I'm going to try using butter next time instead of the shortening. Excellent!
