Kashmiri chile peppers are ground to a paste with toasted cumin seeds and garlic, forming the spicy base for the braised lamb shanks central to this dish.

That tator tot casserole sounds really yummy! I love the tator tot casserole with the sauce made from cream of ____ soup (I usually use cream of chicken) and topped with cheese. Don't know why I never thought of a Mexican style version. I'm glad somebody else did so now I can try it!
