Could his have something to do with humidity levels?
After I moved to Florida, I had a lot of trouble getting my recipe I used in WV to work, then I got into a discussion when an old chap at my work had brought some that his wife had made.
He told me not to try making them when there is a high humidity level because they won't set correctly.
Does anyone know if this is true or should one of these longer boiling times solve the problem?
