try this with shredded cooked chicken instead of the ground beef and salsa instead of the tomato sauce...you can omit the water and step 1. In a large bowl, mix the chicken, rice (increase to 1 cup), taco seasoning, 1 cup salsa, 1 cup mexican cheese blend, salt, pepper, & garlic powder; omit chili powder and use a can of green chilis, drained, instead. Stuff softened pepper halves, top with additional salsa and bake. You can add more cheese on top the last few minutes of baking. And if your family doesn't like peppers, the filling can be baked as a casserole in a lightly greased baking dish instead and served with crushed tortilla chips. Delicious!
