I give it 5 stars after tweaking it. I did what another reviewer suggested. I browned the hamburger, spiced it, and spread on the bottom of 9x13 pan. I mixed together a can of cream of chcken soup, cream of mushroom soup, and 1 1/4 cups of skim milk..I spread this evenly over the hamburger. I then spread a small to medium bag of mixed veggies thawed (corn, carrots, green beans) over the soup mixture. A full 8 oz bag of cheddar cheese next, then top with enough tater tots to cover.
I baked for 55 minutes uncovered. It was soooo good. I even took a picture to post!
